Goal of the session:
This session will present the state of the art of the e-government strategies and assess major achievements and weak points.

Issues to be covered will include:
• Meeting citizens' need;
• Management of institutional change;
• Legal framework;
• Ability of cities to lead the process;
• Software policy;
• Trends in infrastructure and network operation.

Session should recommend 3 basic principles and 5 priority tasks to be performed by the European cities. These recommendations will be inputs for the Bilbao Declaration and the Plan of Action.

This session will present various PPP models and assess their implementation.
Presentations will spell out the benefits of PPP from the point of views of local authorities, private sector, the academic community and civil society as a whole.

• Operating structure;
• Cooperation agreements;
• Constraints and obstacles;

Session should recommend 3 basic principles and 5 priority tasks to be performed by the European cities and their private and academic partners to implement fruitful PPP. These recommendations will be inputs for the Bilbao Declaration and the Plan of Action.

This session will assess the adequacy between resource needs at cities and local government level and existing funding mechanism. It will analyze the business models of e-Society programmes conducted at city and regional levels in Europe. It will spell out the constraints faced and identify new opportunities.

Session should recommend 3 basic principles and 5 priority tasks to be performed by the European cities and their private partners to meet the growing needs of cities for additional financial resources. These recommendations will be inputs for the Bilbao Declaration and the Plan of Action.

This session will present the experience gained in city-to-city cooperation and spell out more specifically what worked best for the benefit of both parties. It will recommend improvements and identify the new opportunities of consolidating city-to-city cooperation.

Session should recommend 3 basic principles and 5 priority tasks to be performed by the European cities and their city counterpart to improve the decentralized cooperation mechanism among cities. These recommendations will be inputs for the Bilbao Declaration and the Plan of Action.
